Ellen is a Senior Associate in the Infrastructure team, specialising in projects, procurement and regulated utilities

Ellen has a broad practice, advising local authority and central government clients on a variety of complex infrastructure, PPP/PFI and waste management projects as well as public procurement and commercial contract matters.   Ellen also has experience working with regulated utilities and advises on infrastructure projects in the water sector. She has a particular interest in innovative green projects, including community heating projects and EV charging infrastructure.

Case highlights

  • Restoration and Renewal Delivery Authority Ltd: Advising the delivery body for the restoration and renewal of the Palace of Westminster since its incorporation in 2020. Ellen continues to advise on a variety of contractual and governance issues related to the Parliamentary Estate, including advising on the Delivery Authority’s procurement strategy for intrusive works, relationships with other public bodies and drafting key contractual documentation such as non disclosure agreements, NEC form contracts and standard form templates (including for internal policies). Ellen continues to work closely with this client to ensure that all future contractual documentation meets the unique needs of the parties and is compliant with the overarching standards and legislation governing the project. Ellen also regularly undertakes an assurance role on the Delivery Authority’s procurement activities, including the award of multi-million pound contracts.
  • Secondment to a Central Government department, working alongside policy advisors on the development of grant competitions with a focus on the application of subsidy control and public procurement compliance.
  • Advising a local authority on the development and implementation of the UK’s first retro-fit district heating scheme (including drafting bespoke construction, maintenance, service and community engagement agreements).
  • Advising multiple waste collection and disposal authorities on their respective procurement documentation for the provision of recycling, waste collection, street cleansing, haulage and waste disposal services including advising on the impact of the Environment Act 2021 and EA guidance on the treatment of persistent organic pollutants. Ellen has also advised waste authorities on the installation and operation of a private wire energy supply and EV charging infrastructure at energy from waste facilities
  • Advising on the procurement of a hydrogen bus fleet, including advising on the authority’s procurement strategy, subsidy control compliance and drafting a bespoke multi-million pound purchase agreement.
  • Advising on the development of DPC projects in the water sector, including the application of licence conditions, proposed delivery agreements and overarching construction, project finance and procurement issues.
