Transport Scotland, Network Subsidy Grant (“NSG”) scheme

  • Transport Scotland is proposing to continue the NSG scheme, which aims to support bus operators to keep fares on local bus services lower. The scheme is estimated to amount to £250 million worth of subsides over five years.
  • Our key takeaways from the Subsidy Advice Unit (SAU) report are:
    • Ensure that key supporting evidence is provided within the report to support explanations – evidence should be requested from third parties even if it is considered commercially sensitive.
    • Do not rely on the longstanding status of a type of subsidy to demonstrate proportionality and minimisation of competition.
    • Ensure a clear link between the benefits of the subsidy and the policy objective.
    • Focus clearly on the causes, rather than the outcomes, of market failure when conducting your analysis in Step 1.
