Raechel is a commercial contracts and public procurement Partner in our Commercial, IT and Data team providing clients with targeted and strategic legal advice to ensure the successful delivery of large-scale and complex outsourcing projects. Raechel previously worked as a procurement consultant within a central government department in London before qualifying as a solicitor in 2010.

She has extensive experience advising on outsourcing projects conducted under the restricted, open and competitive dialogue and competitive procedure with negotiation as well as below-threshold procurements and those that fall under Schedule 3 of the Public Contracts Regulations 2015.  Raechel has in-depth knowledge of the Procurement Act 2023 and associated secondary legislation and is excited about advising clients on procurements that will fall under the new regime.

Raechel works with clients to develop their procurement strategies and provides legal and procurement support throughout the tendering, evaluation and award stages of the process.  She also advises on contractual issues that may arise post-award, including the legality of contract variations.

Raechel’s role:

Raechel advises clients in central and local government across a wide range of sectors including housing and regeneration, education, waste and infrastructure, IT, facilities management, health and social care and leisure services.

Skills and strenghths:

Raechel’s  clients value her clear, practical guidance which focuses on providing commercial solutions rather than being bogged down in legalese.

She deals with competing priorities and work to tight timescales, which gives her clients confidence that she will get the job done. She is adept at project and programme management, and bringing together multiple stakeholders to deliver a project.

  • Lead negotiations on a Central Government contract with an incumbent service provider for the provision of a critical IT solution. Worked with the Complex Transactions Team at Cabinet Office on all the commercial aspects of the contract negotiations as well as technical and security experts within the client body leading to successful contract close in early 2024.
  • Acts for a number of Central Government Departments on various IT related projects and programmes.
  • Advised the Education and Skills Funding Agency on a large-scale procurement for national traineeship provision following the Chancellor’s announcement in Summer 2020 of additional funding to combat the impact of the COVID-19 pandemic. Advised the authority throughout the procurement, including drafting the full procurement suite, leading to the successful award of over 150 contracts in January 2021.
  • Advised the Education and Skills Funding Agency on the procurement of over 700 training providers, to deliver apprenticeship training services. Seconded to the ESFA as embedded legal and procurement support to the Programme team.
  • Acted for BT Plc in the outsourcing of its legal services for claims and real estate work. This was the largest legal outsourcing project in the UK market in 2019.
  • Advised a City Council on the procurement of a development partner to bring forward a site for residential development working with construction and real colleagues and specialist advisers. Drafted the full procurement suite and provided legal, procurement and project management support through the process.
  • Advised on the procurement of a joint venture development partner to work with a Council in the Northwest to deliver a development scheme which will regenerate one of the city-region’s largest dedicated industrial areas.
  • Acting for a City Council on the re-procurement of the Council’s repair and maintenance services across its housing stock under the Competitive Procedure with Negotiation; Drafting the full procurement suite and working with construction colleagues on the form of contract being used for this procurement – the JCT Measured Term Contract.
