In the fifth Webinar in the Green Steve’s series a different line will be taken from those that have gone before.
It is easy when considering the green agenda to focus on the key larger project / infrastructure areas, such as the solar farms, EV charging infrastructure, battery storage and large procurement arrangements that have graced previous webinars.
This time, we want to look at ‘business as usual’ and a myriad of day to day activities in a local authority that can all contribute effectively towards a net zero carbon target. This can include developing a robust Climate Change Strategy and Action Plan, monitoring the carbon footprint, canvassing relationships with other bodies and organisations, reviewing services and updating procurement processes.
These are areas that do not command heavy capital expenditure and will make a difference for any local authority struggling with challenging targets for decarbonisation. We will be exploring these to provide guidance on what you should be doing in your authority.

Steve Gummer
Steve G is a Partner at Sharpe Pritchard and has worked on renewable energy projects from carbon credits, emissions trading, renewable generation, electric vehicles and transmission and all of the legal issues that accompany. He is an expert in public law and matters of subsidy control and private financing for public projects. |
Steve Cirell
Steve C has worked in house in the public sector (latterly in a senior position), was an equity partner and in charge of local government work with an international law firm for 20 years and has written 18 books on various aspects of public law. He has advised across renewable projects mainly for local and public authorities. |
Rachel Murray-Smith
Rachel has extensive experience of working across a range of construction and general projects as well as of advising on complex procurements. Having previously worked in-house, Rachel has a detailed understanding and knowledge of the public sector. Rachel has more recently been an active member of Sharpe Pritchard’s Green Goals initiative. |

Radhika Devesher
Radhika is a Senior Associate at Sharpe Pritchard specialising in contracts and procurement. She has over 10 years’ experience working in-house with a local authority, therefore has a thorough understanding of challenges being faced in-house. She now advises central and local authority and “blue light” clients across a range of sectors including major infrastructure projects, waste, academies and leisure. She has a keen interest in making the legal world a “greener” place by ensuring green considerations are covered in all client projects where possible. |
