Green Goals – Contracts

Local Authorities play an integral role in achieving the UK’s Net Zero greenhouse gas emissions target. Although local authorities are increasingly financially self-reliant, they need to optimise the use of their limited resources to fulfil their mandatory obligations as well as their environmental pledges to their local citizens, such as the achievement of specific “green goals” within promised timescales.

Our team is here to help local authorities to utilise all the available tools to achieve these targets when entering into contracts with external providers.

We understand that:

  • Contracts can place obligations on contractors to reduce their carbon footprint in accordance with set targets throughout the lifetime of the contract and can include financial incentives to do so
  • Contractual conditions can stipulate the [materials, processes etc] which must be used to deliver the contract goods, services or works in line with the local authority’s environmental objectives as well as the penalties for any non-compliance; and

Due to the range of local authority contracts, it is important that environmental obligations are tailored so as to be proportionate to the subject matter of the contract and in alignment with any local authority objectives.
