Robert specialises in public procurement and commercial contract law. He has worked with a wide range of public sector clients, including central government, local authorities, and emergency services.

Robert’s role:

Robert delivers complex and high value procurement projects for outsourcing, complex IT infrastructure, development, and concession contracts.

His considerable experience ensures that he can provide strategic advice throughout the key stages of procurement and can design tender evaluation methodologies.

Skills and strengths:

Having worked in-house for public sector bodies, Robert has gained unique insight that allows him to provide practical, commercially focused advice on complex legal queries.

Rob is dealing with an awful lot, an immense amount of information that he needs to make sense of and then be able to communicate it clearly. And we ask a lot of him in terms of speed, we throw things at him hoping he can turn it around yesterday. Cannot commend him more highly to you.

  • Advising the Governance Audit and Assurance team and the Procurement team of the New Hospital Programme, a significant programme in the government’s major projects portfolio, on matters related to the management of commercial and procurement conflicts of interest. Leading a team advising on bidder conflict processes during the course of a major procurement procedure.
  • Supporting a fire authority on the procurement of a replacement mobilising system, advising on the procurement strategy, the design of the award criteria and preparing the terms and conditions of contract.
  • Secondment to a central government department, working alongside the procurement policy team to develop standard operating procedures and procurement policies, update the department’s standard terms and conditions of contract and prepare a full suite of template procurement documents.
  • Advising a local authority on the procurement of a concession. Advised on the application of the Concession Contracts Regulations 2016, advised on the procurement strategy, procurement documentation and drafted the terms and conditions of contract.
  • Secondment to an emergency service procurement team running procurements for a wide range of technology projects, including cloud technology (e.g. software as a service) and artificial intelligence initiatives.
  • Advising a local authority to procure a significant development project via the competitive dialogue procedure. Robert prepared the procurement documents, advised on matters arising throughout the process, supported the moderation of tenders, prepared standstill letters and advised on finalisation of the contract terms and conditions post tender.
  • Advised a local authority through a complex facilities management outsourcing project which incorporated all of the authority’s leisure centres, museums, theatres and outdoor recreational facilities. He worked alongside the authority’s procurement advisors to advise on the suitability of the procurement strategy, prepare tender documentation and advised on the evaluation of outline solutions and final tenders.
