Department for Business and Trade, Transformation and Network Investment Subsidy

The Department for Business and Trade, Transformation and Network Investment Subsidy is a proposed grant of up to £117.95 million for transformation activities and network investment in the 2025/26 financial year.

This forms part of the wider support being provided by the government to Post Office Limited but does not duplicate the previous subsidies.

Our key takeaways from the Subsidy Advice Unit (SAU) report are:

  • Where various forms of financial assistance are being provided to the same recipient, the funder should:
    • consider the impact of each subsidy on the broader landscape of financial support in their assessments;
    • explain how the current subsidy will not reimburse costs already funded through the other subsidies;
    • exclude, when carrying out the balancing exercise, the benefits of activities already completed or commenced before the current subsidy was agreed or which were funded through these other subsidies; and
    • consider any potential future funding requirements which may arise for the same and/or similar activities.
  • Assessments should systematically explain how design features contained in the funding agreements will minimise potential distortion to competition.
  • Detail should be provided on how the subsidy will impact competition, both to sustain the beneficiary’s presence and any market distortions.
  • Outline, if relevant, why certain aspects of the subsidy are not for restructuring an ailing/insolvent enterprise or are not a SPEI subsidy.
