The Arts Council of England, subsidy to the English National Opera

  • The Arts Council of England is proposing to grant a £24 million subsidy to the English National Opera. This is partly as a continuation of operational funding which has been in place since 1994, and will also support other costs linked with their 10-year strategy and proposed partial move to Greater Manchester.
  • Our key takeaways from the Subsidy Advice Unit (SAU) report are:
    • Clearly explain the link between the evidence provided and the conclusions reached, especially in relation to aspects such as the counterfactual.
    • Ensure inequalities are always satisfactorily identified (e.g. in relation to age, geography or income inequalities) and be clear in how the subsidy will remedy these.
    • Articulate the proportionality of the subsidy, and ensure it is the minimum amount necessary to achieve the policy objective.
    • Consider the relevant markets and their characteristics to provide a full assessment of the impact on UK competition and investment.
    • If the subsidy involves an element of relocation, fully consider why it does not fall into the prohibition under s18 of the Act.
