Department for Energy Security and Net Zero, Social Housing Decarbonisation Fund Wave 3

  • This Scheme relates to the third wave of the SHDF, where £1.21 billion is proposed to be allocated to social housing providers to improve the energy performance of social housing in England.
  • The Scheme forms part of a wider SHDF programme of funding announced in 2019. There will be two application routes a Challenge Fund, and Strategic Partnerships.

    • set out the scale of any expected deployment of policy through the Scheme;
    • clearly explain how the Scheme intends to avoid funding providers who would already be making energy efficiency improvements and/or have the financial capacity to afford improvements;
    • outline clearly how the grant funding proposed is proportionate, including for example why the same level of co-funding requirements is required for all applicants despite the providers varying size/financial capacity and why certain co-funding is not permitted;
    • detail how the Scheme intends to meet the minimum requirements to allow the proposed improvements to be made; and
    • detail the checks and balances applied to any capital spending.
