Sharpe Pritchard has one of the UK’s largest and busiest dedicated PPP and PFI practices, advising the public sector on a wide range of complex and innovative projects worth billions of pounds, deploying complex negotiated or competitive dialogue procurements

We have extensive experience of advising on a range of different types of agreements and strategies from straightforward bipartite agreements to framework agreements, framework contracts, central purchasing arrangements and major PFI/PPP procurements. The fact that we have advised on so many different forms of contract and procurements means we add considerable value for our clients.  Our lawyers have developed some of the most innovative models for public sector financing of major projects. 

Sharpe Pritchard is on the Government Procurement Service (GPS) full commercial panel and we work across all parts of the public sector. Our clients also include government departments such as HM Treasury, Infrastructure UK and the Department for Environment, Food and Rural Affairs.  

PPP and PFI sectors in which we have particular expertise and experience include: accommodation, corporate and transactional services, education projects, highways, street lighting, leisure, major frameworks, ICT infrastructure, construction and regeneration, shared servicessocial care and waste.

We also have extensive experience in advising on the risk of a procurement challenge and regularly act in the High Court when tenders have been challenged.

Recent work

  • Suffolk Waste PFI is a major infrastructure project of national significance. It closed in October 2010, the first waste PFI to close on Defra’s Waste Infrastructure Delivery Programme model form. 
  • Appointed by Local Partnerships to identify operational savings in waste PFI.
  • London Fire and Emergency Planning Authority (LFEPA) - training facilities PPP – advising LFEPA on the main procurement and subsequently on a variation to its operational project.
  • Advising a county council on its £730 million PFI project for the provision of a new mechanical biological treatment and IVC facility.
  • Acting for local authorities and governors on a number of education projects including PPPs, variations to operational PFI projects, Academies and Building Schools for the Future.
  • Acting for Wakefield MBC in its sucessfully completed Property and Facilities Management PPP.
