
Victoria Heald-Barraclough is an infrastructure finance specialist who advises sponsors, borrowers, lenders and investors on the development, acquisition, financing and refinancing of energy and infrastructure assets across core and core-plus sectors. She has experience across the full lifecycle of major PPP, PFI and regulated infrastructure projects, from procurement, structuring and financing through to construction, operations, expansion and complex refinancing.
Her experience spans private practice at Allen & Overy and in-house roles at Balfour Beatty Investments and Aberdeen plc, giving her a valuable perspective across both equity and debt and a strong commercial understanding of asset delivery and performance. She advises on complex, capital-intensive projects where financing structures, stakeholder interfaces and delivery risk are central to successful investment and long-term asset performance.
Victoria advises on large-scale infrastructure and energy projects, with particular expertise in complex, multi-source financing structures and stakeholder-intensive delivery environments. Her work spans transport, ports, social infrastructure, regulated assets and energy projects, covering both greenfield developments and operational portfolios.
She has a particular focus on highly structured projects involving multiple funding sources and stakeholders, and is experienced in navigating the legal, commercial and financing challenges that arise across the full project lifecycle. Her experience includes advising on concession structures, multi-lender financings, institutional debt, concession amendments, refinancings, restructurings and long-term lifecycle risk, particularly where projects must align public-sector requirements, investor expectations and construction delivery realities.
