Roseanne is a highly experienced projects, infrastructure and procurement lawyer who has worked on some of the UK’s most innovative and complex projects for the public sector.
With over 30 years’ experience in the field, Roseanne brings expertise relating to all aspects of project delivery from strategy to execution. She specialises particularly in complex civils projects, environmental infrastructure including health, rail, waste, sewage and the built environment. Roseanne advises on procurement rules, commercial structures and negotiation, delivery models, construction contracts, security suites and communications.
Ros is an NEC and alliancing expert and advises in respect of collaborative strategies.
She advises on all manner of procurement strategies for local authorities and central government and has advised on routes from the fully negotiated procedure to the streamlined competitive dialogue.
In addition, Roseanne has a very active IT practice in which she specialises in transition strategies and remedies as well as considerable experience in the theatre, sport and leisure sectors.
Skills and strengths:
Roseanne is considered to be a leader in the infrastructure and PPP sector and is regularly asked to speak at national events. She has met and spoken with civil servants on a number of foreign government delegations visiting the UK.
In 2024, Ros was awarded a Lifetime Achievement Award by the Partnership Bulletin in recognition of her major government project portfolio work
