Rob is a specialist in Public Procurement, Commercial Contracts and subsidy control.
Rob specialises in delivering complex and high value procurement projects including outsourcing, IT infrastructure and development projects. He frequently advises clients on procurement strategy, drafts tender documentation at the key stages of the procurement, conducting negotiations, as well as dealing with ad hoc queries that arise during the course of the procurement.
Rob advises on a range of technology projects, including cloud technology (e.g. software as a service), Enterprise Resource Planning (ERP) systems and artificial intelligence initiatives.
Rob is experienced in drafting and negotiating collaborative contracts between public sector bodies, including collaborative research and development projects and agreements between public sector bodies for the provision of shared services.
Rob also has considerable practical experience advising on State aid and subsidy control issues for a wide range of transactions. His experience includes structuring public grant funding in order to comply with State aid regulations, identifying subsidy solutions for the delivery of research and development projects and advising on the sale of public assets on a ‘no-aid’ basis. Rob also advises regularly on the emerging subsidy control regime.
Rob has first-hand experience working in-house for public sector bodies, both employed and via secondment, and brings this experience to bear to provide practical, commercially focused advice on complex legal queries.

- Advising a local authority on a £40 million development project to repurpose dilapidated buildings into residential accommodation, procured via the competitive dialogue procedure. Rob prepared the procurement documents throughout the process including the contract notice, tender documents, evaluation criteria and standstill letters. He provided advice through the key stages of the process such as tender evaluation and advised on the extent to which contract terms and conditions could be negotiated with the preferred bidder;
- Advising on the use of grant funding to construct new research and development facilities for a project worth £75 million. Rob advised on the options for structuring grant funding in accordance with the State aid regulations, including considering potential General Block Exemption Regulations and whether the use of the facility could be lawfully considered to constitute ‘non-economic activity’.
- Rob advised a local authority through a complex facilities management outsourcing project which incorporated all of the authority’s leisure centres, museums, theatres and outdoor recreational facilities. He worked alongside the authority’s external procurement advisors to advise on the suitability of the procurement strategy and advised on key tender documents and advised on the evaluation of outline solutions and final tenders.
