Maggie Burns

Maggie is an Associate in Sharpe Pritchard’s Commercial and Infrastructure teams, advising public sector and regulated clients on technology, energy, infrastructure and commercial contracting matters.

Maggie regularly advises public sector clients on a wide range of technology outsourcing contracts, including cloud services, Enterprise Resource Planning (ERP) systems and WAN solutions. She has experience advising on technology framework agreements such as G‑Cloud and CCS Technology Services, and supports clients through the framework call‑off process and ongoing contract management.

Maggie also advises on energy, infrastructure and heat network projects, supporting clients on the application of the new heat network regulatory regime and the drafting of key commercial terms for heat network projects. She has experience supporting wider regulated infrastructure projects, including work in the water sector on projects under the Direct Procurement for Customers (DPC) regime and the rollout of smart water meters.

Maggie advises on a range of public procurement matters, including the application of the Procurement Act 2023, direct awards, evaluation and moderation processes, and procurement risk.
