Shortlisted for the Public Procurement Project of the Year 2026

New Hospital Programme’s Hospital 2.0 Alliance shortlisted for the Public Procurement Project of the Year at the CIPS Excellence in Procurement & Supply Awards 2026

The New Hospital Programme’s Hospital 2.0 Alliance (“H2A”) procurement has been shortlisted for Public Procurement Project of the Year at the CIPS Excellence in Procurement & Supply Awards 2026. Sharpe Pritchard advised the New Hospital Programme throughout the procurement process, playing an integral role in its design, through to the record-breaking in-person signing day which formalised the first wave of the long-term partnerships between the NHS Trusts and construction partners.

The shortlisting highlights the significance of the Hospital 2.0 Alliance’s transformational approach to delivering NHS capital infrastructure and reflects the strong partnership between the programme team and its advisers. As the New Hospital Programme’s legal advisers, Sharpe Pritchard have supported the programme on the design and execution of the procurement process, as well as the development and negotiation of the contract documentation, including the implementation of a cross-party Alliancing model.

Following the successful award of the framework earlier this year, the firm led the legal planning and coordination of the signing process for the first wave of call-off contracts. The Government announced on 30 July 2026 that NHS trusts and construction partners had signed agreements covering 11 hospital schemes across England. Described by the programme as “the largest single-day contract signing in NHS capital delivery”, the announcement marked an important milestone for the New Hospital Programme and opens a new chapter in how hospitals are to be delivered.

The signing process was led by Roseanne Serrelli, Partner and Head of Strategic Projects and Innovation.  Nicola Sumner, Partner and Head of Infrastructure, led the Sharpe Pritchard team advising on the H2A procurement. The wider Sharpe Pritchard Infrastructure team comprised Allan Owen, Sophie Drysdale, Beatrice Wood, Beth Edwards, Oliver Slater, Tom Knox, Thomas Ebden and Connie Farrow.

The work draws on the firm’s experience advising public bodies on complex construction, infrastructure and procurement matters, including the design of multi-party Alliancing structures for major public projects.

Roseanne Serrelli, Partner and Head of Strategic Projects and Innovation at Sharpe Pritchard, said:

“We are delighted that the Hospital 2.0 Alliance procurement has been shortlisted for Public Procurement Project of the Year at the CIPS awards. This recognition reflects the innovative approach taken by the New Hospital Programme and the commitment of all those involved in developing a procurement solution that will deliver lasting benefits for patients, staff and communities across England. The signing of 11 long-term partnerships in July marked a new chapter in how hospitals are delivered, creating a collaborative foundation for NHS organisations and industry partners to work together on the next generation of hospitals. We are proud to have supported the programme team throughout this significant project.”
